COASTAL RESILIENCE
L.A. COUNTY REGIONAL COASTAL STRATEGIC ADAPTATION PLAN
The Los Angeles County Regional Coastal Strategic Adaptation Plan (RCSAP) is a long-term coastal resilience plan guiding future actions to ensure the L.A. County shoreline remains resilient to current erosion hazards as well as future risks.
The RCSAP will identify and prioritize regional and locally appropriate projects informed by community preferences. With a shared goal of advancing coastal resiliency, the plan will reflect community input and collaboration leading to implementation of coastal resilience projects on the ground. The RCSAP will explore projects, funding strategies and coalition structures all guided by a founding vision to build resilient beaches for all.
SCHEDULE

IN-PERSON WORKSHOPS
The goals of these workshops are: 1) to form a regional coalition, 2) to agree on the Shoreline Monitoring Program Plan, and 3) to identify common shoreline management challenges and opportunities to solve issues collectively in the RCSAP.
- Workshop #1 (May 12, 2025) – Coalition Building (coastal jurisdictions only)
- Workshop #2 (October 20, 2025) – Project Introduction; Stakeholder feedback/discussion on shoreline problems and preferred coalition structure (Open to the public)
- Workshop #3 (May 2026) – RCSAP status update and stakeholder feedback.
- Workshop #4 (November 2026) – Review Annual Shoreline Report and draft LA County RCSAP for stakeholder feedback.
BEACH SURVEYS
The Shoreline Monitoring Program will develop a database of local and region-wide nearshore beach information in L.A. County between Leo Carrillo State Beach Beach and Torrance Beach, thereby providing a basis for evaluating the impacts of natural events (e.g., El Niño conditions or sea level rise) and human intervention (e.g., beach nourishment). The data will be used to develop a comprehensive understanding of seasonal, annual, and long-term coastal changes in the region. The data/annual shoreline report findings will inform stakeholder discussions about regional adaptation strategies and prioritization of projects in the RCSAP.

DRAFT/FINAL PLAN
The RCSAP will be developed based on information collected through workshops, stakeholder engagement, and beach survey data. The overall objectives of the RCSAP are to describe the stakeholder engagement process, preferred coalition structure that emerges from the regional collaboration process, evaluate adaptation opportunities and constraints in the region, identify potential projects, and summarize funding opportunities and mechanisms. Evaluation of costs and benefits of various resilience solutions and economic analysis of the beach will also be included in the RCSAP.
