Planning Division
The Planning Division's responsibilities cover a wide range of
projects, issues and
activities relating to Marina del Rey and most of the Los Angeles
County coastline.
These include, but are not limited to:
Marina del Rey:

Design Control Board:
- The Planning Division acts as the liaison between the Department
and the
Design Control Board (DCB) for any new design development or existing
design modifications within unincorporated Marina del Rey. This
includes
new development renovations, repainting, signage, re-landscaping,
etc.
- DCB Guidelines;

Controls and Regulations;
- DCB meeting agenda;
Temporary Signs, Banners and Tents
- Temporary signs, banners and tents are only permitted with Department
approval. Temporary permits are granted for a period of 30 days,
with the
option for one additional 30-day extension. Temporary permits
may be
requested for events such as "grand openings" and special
occasions,
which may occur from time to time throughout the year. Applicants
wishing
to obtain a temporary permit must submit the form below, completed
in full,
to the Planning Division (contact information is listed on the
form). Please
allow sufficient time for processing; as temporary permits are
not granted
"over the counter". Please note that tents will require
additional permits from
the Fire Department and the Building & Safety Division of
the Department of
Public Works. Temporary Permits are allowed at the discretion
of the
Department; Design Control Board approval is not required.

Beaches:
- Transportation issues along seven of the County-operated beaches,
involving
coordination with CalTrans
and other jurisdictions;
Capital Projects:
- Long-range and Current planning, including entitlement assistance
in Marina
del Rey redevelopment, which involves the Design Control Board,
the Los
Angeles County Department of Regional Planning and the California
Coastal
Commission and capital projects for the beaches, including presentations/
approvals by the Department's Beach Commission and the Coastal
Commission;

Environmental:
- Water quality improvement and coordination, with projects such
as reducing
boating discharges into the Marina, increased availability of
pump-outs,
improvement in storm drain outlets as well as participation in
the following
multi-jurisdictional groups and task forces: Ballona
Creek Watershed Task
Force,
multiple jurisdictions within the boundaries of the Santa
Monica Bay
Bacteria TMDL (Total Maximum
Daily Load), the Marina del
Rey Marina Beach
and Back Basins TMDL, the
Malibu Creek Watershed
Advisory Council, Malibu
Lagoon
Technical Advisory Committee, Santa
Monica Mountains Resource
Conservation District, and
the Santa Monica Bay
Restoration Commission;
- Dredging and contaminated sediment work with the U.S.
Army Corps of
Engineers and other
agencies, including the Contaminated
Sediments Task
Force
and the Regional Dredged Materials Management Plan;
- Other environmental evaluations and issues, including oil spill
contingency
planning and protected species and plants;
- Clean fuels conversion: seeking grant funds to convert the departmental
fleet
of gas and diesel vehicles to compressed natural gas (CNG); acquisition
of
electric vehicles for local staff transportation;
Regulatory:
- ADA (Americans with Disabilities Act) accessibility issues and
compliance;
- Informing and educating the Department on changing laws and
regulations
involving coastal issues pertaining to water quality, protected
species and
plants, coastal erosion, dredging and ADA laws;
- Monitoring and reporting on legislative bills, identifying changes
to existing law,
estimating impact to the overall mission of the Department and
draft bill
analyses, Reviewing proposed current year State and Federal Agendas
and
drafting recommendations incorporating Department and County priorities;
